Just Energy Transition

Human Rights Standards on the Energy Transition

This database is the result of a collaborative effort between the University of Essex’s Human Rights Centre Clinic and the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR). It compiles key statements from UN Treaty Bodies, UN Special Procedures, and the Universal Periodic Review, spanning from 2000 to 2023, focusing on the energy transition.

The statements reveal the growing concern of international human rights monitoring bodies about all facets of the energy transition and provide evidence of its impact on the realisation of human rights. Among the key issues highlighted is the obligation of States to ensure access to energy services and to shift from fossil fuels to renewable energy as part of their human rights duties. Together they provide a framework to understand the energy transition from a human rights lens.
