EXECUTIVE DIRECTOR
Magdalena Sepúlveda is a human rights lawyer with vast experience in economic, social and cultural rights. In her 20-year career, Magdalena has focused on the intersection of poverty, development and human rights and has bridged research and policy formulation. She has worked as a researcher at the Netherlands Institute for Human Rights, as a staff attorney at the Inter-American Court of Human Rights, as the Co-Director of the Department of International Law and Human Rights of the United Nations-mandated University for Peace in Costa Rica and as a Research Director at the International Council on Human Rights Policy, in Geneva. More recently, she was a Senior Research Fellow at the United Nations Research Institute for Social Development (UNRISD).
From 2008 to 2014 she was the United Nations Special Rapporteur on Extreme Poverty and Human Rights. From 2013 to 2017 she was a member of the High-Level Panel of Expert on Food Security and Nutrition of the United Nations Committee on World Food Security (CFS). In 2015, she was recognised in the Global Tax 50, a list of individuals and organizations with the biggest impact on taxation worldwide. Magdalena is a member of the Independent Commission for the Reform of International Corporate Taxation (ICRICT) and of the High Level Panel on International Financial Accountability, Transparency and Integrity for Achieving the 2030 Agenda.
Magdalena has published widely on human rights, poverty, gender and development and has taught university courses in Latin America and the United Kingdom. She writes frequent op ed columns and her pieces have been published in more than 30 countries.
Magdalena holds a Ph.D. in International Law from Utrecht University in the Netherlands, an LL.M in human rights law from the University of Essex in the United Kingdom and a post graduate diploma on comparative constitutional law from the Universidad Católica de Chile.

DEPUTY DIRECTOR
José is the Deputy Director of the Global Initiative for Economic, Social and Cultural Rights. He is a human rights lawyer with vast experience in human rights law from diverse sectors. In his more than twenty-five years of experience, he has served in leadership positions in governmental, civil society and academic institutions, working at both national and international levels.
José was previously the Executive Director of the Mexican Commission for the Promotion and Defense of Human Rights. Before that, he worked at the Human Rights Commission of Mexico City (Local Ombusdman), responsible of the investigation of alleged violations of economic, social and cultural rights. Previously he served as Minister responsible for human rights at the Mexican Mission before the United Nations Organizations in Geneva. He was also one of the five members of the United Nations Working Group on Arbitrary Detentions (2014-2020) and a member of the Coordination Committee of the Special Procedures of the Human Rights Council (2018-2019). He also has taught university courses in Mexico, and other countries from Latin and North America. Also, he has published numerous articles and books on international human rights law.
José holds a Ph.D. in Human Rights Law from University Carlos III, Madrid, Spain and a law degree from the Iberoamericana University (Mexico City Campus).

PROGRAMME OFFICER -CLIMATE JUSTICE
Alejandra works as Programme Officer on Climate and Environmental Justice at the Global Initiative for Economic, Social and Cultural Rights. She is an international lawyer working on the intersections between international human rights, environmental, and economic law from a gender perspective. She previously worked as Deputy Head of Section of Economic, Social and Cultural Rights at the Ministry of Foreign Affairs of Mexico and as Consultant to the United Nations Development Programme in education and sustainable development. She holds a Master of Law from the University of Cambridge as a Chevening and Cambridge Trust Scholar, as well as a Bachelor of Laws from Universidad Nacional Autónoma de México (UNAM).

PROGRAMME OFFICER -PUBLIC SERVICES
Ana Clara works as a Programme Officer on Public Services with the Global Initiative for Economic, Social, and Cultural Rights. She holds a master’s degree in Human Rights and Humanitarian Action from Sciences Po in Paris, where she focused on economic, social, and cultural Rights, and Latin American and gender studies. She holds a Bachelor of Laws from Universidade Federal de Mato Grosso in Brazil.
Ana Clara previously worked on litigation claims concerning the right to social security and the right to health at the Public Defender’s Office and Federal Court of Justice in Brazil. She also supported the work of the Special Rapporteur on Economic, Social, Cultural, and Environmental Rights of the Inter-American Commission on Human Rights. Recently, she worked on strategic litigation before the Inter-American Court of Human Rights as part of the team of the Center for Justice and International Law.

PROGRAMME OFFICER -PUBLIC SERVICES & REPRESENTATIVE FOR AFRICA
Ashina works as the Programme Officer for Public Services and Representative for Africa with the Global Initiative for Economic, Social and Cultural Rights. She is an Advocate of the High Court of Kenya, with an LL.B degree from the University of Nairobi, Kenya, and an LL.M (with distinction) in Human Rights and Democratisation in Africa from the Centre for Human Rights, University of Pretoria, South Africa.
Passionate about social justice, she has worked in the human rights sector for over six years at the intersection of global and national struggles for just systems of public service delivery to ensure everyone can enjoy their socio-economic rights, first at the Economic and Social Rights Centre-Hakijamii in Kenya and then at GI-ESCR. In particular, she has led and supported research and advocacy at local, national and global research and advocacy focused on the human rights legal framework relating to the rights to land, housing, education, health and water, for marginalised communities. Her research interests also include human rights and economic policy and the contribution that human rights obligations can make to the formulation and implementation of economic policy.

SENIOR COMMUNICATIONS OFFICER
Belén has a BA in International Relations. She lived in India and the Philippines just after graduating where she volunteered for three years in health and education projects. Upon her return to Argentina, where she is native from, she joined Red Solidaria as volunteer and international aid coordinator. She worked as a journalist and program manager at La Nación newspaper foundation in Buenos Aires, to later become Social Media information specialist at the US Embassy in Buenos Aires. She acted there as Liaison Officer with other sections and became Grant Officer representative. She was selected to become HelpArgentina's Executive Director to help expand fundraising opportunities abroad for NGOs from other Latin American countries, and successfully transitioned the organization into PILAS, Portal for Investment in the Latin American Social Sector. From there she moved on to working at a new media startup, RED/ACCION, as Engagement Editor and Membership coordinator before joining us as Communications Officer.

PROGRAMMER OFFICER -RIGHT TO EDUCATION
Juana works as a Programme 0fficer on Education and Public Services with the Global Initiative for Economic, Social and Cultural Rights. She is passionate about children’s right to education and supporting countries to provide inclusive, public, quality educational opportunities for all.
Before joining GI-ESCR, she worked as a consultant at the UNESCO International Institute for Educational Planning, developing several projects within the R&D Team. Those projects included, among others, the “Education Policy Toolbox”, which aims to contribute to evidence-based decision-making processes; and the “Planning to Fulfil the Right to Education Toolkit” which eases the analysis and alignment of educational planning documents with the Abidjan Principles. She has also worked as a consultant with GI-ESCR in analysing Sierra Leone's draft Education Sector Plan (2021), and Uganda’s 1992 White Paper on Education, using IIEP-UNESCO’s Toolkit. Juana is also the co-creator of Ábaco, a financial education initiative targeting marginalised populations in public educational institutions in Bogotá, Colombia.
She holds a Master's Degree in Development and Humanitarian Aid from Paris 1 Panthéon-Sorbonne and a Law and Political Science Degree from Toulouse 1 Capitole.

RESEARCH ASSOCIATE
Lorena Zenteno is a PhD student at the University of Edinburgh. Her primary research interests include the human rights dimensions of climate change and environmental impacts, climate change justice, gender, and the judiciary’s role in the climate change crisis. Lorena has worked for several years in Chile, as a judge, as a law clerk, in the Court of Appeal of Concepcion, Santiago and in the Constitutional Chamber of the Supreme Court of Chile. She is a member of the Environment and Human Rights Commission of the National Association of the Chilean Judiciary, dedicated to study and discuss climate change and environmental impacts on human rights. Lorena is the Chilean National Rapporteur on Global Climate Litigation database for the Sabin Center for Climate Change Law of Columbia University.
She was a senior researcher for the former UN Special Rapporteur on Cultural Rights, Karima Bennoune, from September 2018 until September 2021. Supported and assisted the UN Special Rapporteur to fulfil his mandate to the UN General Assembly and UN Human Rights Council.
She holds an LL.B. from Universidad de Concepcion, a LL.M. in Environmental Law from the University of Davis, California, and a Master in Business Law from the University Pompeu Fabra, Barcelona, Spain. Lorena is a member of the the Global Network for the Study of Human Rights and the Environment.

PROGRAMER OFFICER - AFRICA
Lou Aya works as Programmer Officer - Africa. She was previously a Legal Assistant (AUYV) at the African Commission on Human and Peoples’ Rights in Banjul, The Gambia. She was assigned to the Working Group on Economic, Social and Cultural Rights and its Chairperson. She was handling Communications (human rights complaints) in both English and French, and has been working on various ESCR issues such as the right to housing, the right to health and social protection, the right to water, private actors’ involvement in social services and women’s ESCR. As a language lover, Aya holds a Master’s degree entitled Juriste-Linguiste (Lawyer-Linguist) from the University of Poitiers, and speaks French, English and Spanish.
Aya is based in Bonoua, Ivory Coast.
COMMUNICATIONS OFFICER
Macarena is the Press and Communications Officer at The Global Initiative for Economic, Social and Cultural Rights, where she plays an essential role in leveraging media relationships to significantly expand GI-ESCR’s impact through strategic communications.
She holds a Master of Science in Human Rights from the London School of Economics and Political Science, as well as a Master in Fundamental Rights from the Carlos III University of Madrid.
With 15 years of experience as a reporter, Macarena has worked as an investigative journalist for various Chilean media outlets, specialising in reportage and documentary work with a strong focus on exposing human rights violations. Her extensive field experience has given her a profound understanding of these violations, enabling her to actively defend and promote human rights through journalism.
In addition to her professional achievements, Macarena is a university lecturer in investigative journalism at Universidad Alberto Hurtado, Universidad Del Desarrollo, Universidad Finis Terrae, and Universidad Gabriela Mistral.

Mónica is the Director of Finance and Human Resources with the Global Initiative for Economic, Social and Cultural Rights. She has more than 20 years of experience in the finance industry, with strong expertise in finance, accounting, and human resources. Mónica worked at BNP Paribas Mexican Representative Office as the Chief Operating Officer. Before BNP Paribas, Monica worked for Hewlett-Packard and Yamaha Co. She holds a Master in Business Administration (MBA) Major in International Finance from Universidad de la Rioja, Spain and a Bachelor’s degree in Administration from Escuela Bancaria y Comercial, Mexico.

PROGRAMME OFFICER -RIGHT TO HEALTH
Rossella works as a Right to Health Officer with the Global Initiative for Economic, Social and Cultural Rights. She holds a Ph.D. cum Laude in human rights from the University of Padova, Italy, with a thesis focused on the right to health. She has published on healthcare privatisation, mental health outcomes, healthcare reforms at times of economic crisis, health inequalities as well as human rights in social and fiscal policies. She is also interested in applying new research techniques to human rights theory and practice. She holds an LL.M. in Economic, Social and Cultural Rights from the University of Essex, an M.A. in International Affairs from the Johns Hopkins University and a BA in International Cooperation and Development from the University of Bologna. Among other collaborations, she has interned at the Center for Economic and Social Rights (CESR).

ASSOCIATE PROGRAMME OFFICER - AFRICA
Roselyne works as an Associate Programme Officer- Africa at the Global Initiative for Economic, Social, and Cultural Rights (GI-ESCR), following a successful internship where she consistently made significant contributions to the organization's objectives. She holds an LL.B degree from the University of Nairobi, Kenya, and has achieved online course certifications in Introduction to Humanitarian Law, Unlocking Humanitarian Access, and Project Management-Leadership through the Humanitarian Leadership Academy. Prior to her role at GI-ESCR, Roselyne completed pupillage and post-pupillage at the Office of the Director of Public Prosecutions in Kisumu, Kenya.

PROGRAMME OFFICER - ECONOMIC JUSTICE
Vicente works as Programme Officer on Economic Justice at the Global Initiative for Economic, Social and Cultural Rights. He is an international human rights lawyer working on research and global advocacy on tax and economic policies, human rights, and climate change. He previously worked as National Legal Director in TECHO-Chile on issues poverty, urban inequality and economic and social rights. He holds an LLM in international human rights law from the University of Essex, Postgraduate studies in international human rights law from Universidad de Chile, and graduated in Law in Universidad de los Andes.
Vicente is based in London, United Kingdom.
PROGRAMME OFFICER -RIGHT TO EDUCATION
Zsuzsanna works as Right to Education Officer with the Global Initiative for Economic, Social and Cultural Rights. Prior to joining GI-ESCR, she assisted in the drafting process of the Abidjan Principles on the Right to Education and the development and publication process of the Commentary of the Abidjan Principles as a consultant. Previously, she has worked with the Open Society Justice Initiative as an Aryeh Neier Fellow on issues such as equality and non-discrimination, Roma rights, the right to education, economic justice, access to justice and the rule of law. She has also worked as a lawyer with the Hungarian Civil Liberties Union on educational segregation, Roma rights and hate crimes. She holds an LL.M in Public International Law from the University of Edinburgh and a Law Degree from the Eötvös Loránd University Budapest.

VICE CHAIR
Allan Maleche is the Executive Director of Kenya Legal and Ethical Issues Network on HIV and AIDS (KELIN). With his colleagues, he has litigated landmark cases that halted the forced sterilization of women living with HIV, stopped the unjust use of public health concerns as a reason to incarcerate people living with TB, prevented the government of Kenya from making the names of children living with HIV available to the public and much more.
Mr. Maleche currently co-chairs the UNAIDS human rights reference group and he serves as a member of the International AIDS Society–Lancet Commission on Health and Human Rights. He is presently a member of the International Advisory Board of the Graduate Institute, Geneva. Allan a former member of the Global Fund Board representing Developing Country NGOs and the former chair of the Implementer group of the Global Fund. Allan has over a decade of experience in promoting ethical, human rights–based approaches to health planning, programming and service delivery. In 2018, Allan was awarded the Elizabeth Taylor Human Rights Award.
A former fellow at the FXB Center for Health and Human rights at the Harvard T.H. Chan School of Public Health, Allan holds a Bachelor of Laws from the University of Nairobi, and a Diploma in Gender and Human Rights from Uppsala University.
SECRETARY
Kate Donald is a human rights and economic justice advocate, currently Head of Oxfam International's Washington DC advocacy office and former Senior Director of Accountability and International Policy at the Center for American Progress in Washington DC. From 2014 to 2022, she worked at the Center for Economic and Social Rights (CESR), including as Director of Program and Acting Executive Director. At CESR, she worked with partners around the world to conduct research on the human impacts of economic and social policies and to translate those findings into impactful advocacy at the global level. Her work has focused on economic and gender inequality, global economic governance, fiscal policy, and development finance. Earlier in her career, Kate worked at the United Nations in Geneva, with the U.N. Special Rapporteur on extreme poverty and human rights, and at the International Council on Human Rights Policy. She holds a bachelor’s degree in modern history from Oxford University and an interdisciplinary master’s degree in human rights from the London School of Economics and Political Science.

José Fiocca has over 20 years’ experience in providing accounting and fiscal management services to clients in the not-for-profit sector. Jose works very closely with the senior management of the clients he serves and has significant experience in designing control systems and procedures to assist in the management of various activities and programs of his not-for-profit clients. Jose’s extensive experience with a variety of financial systems helps his clients to review and monitor budgets, program reports, financial projections and the management of multiple and diversified funding sources. Jose holds a Bachelor of Economics degree from the University of Buenos Aires (UBA).
CHAIR
Marcos A. Orellana is an expert in international law, human rights law and environmental law. He currently is the UN Special Rapporteur on the implications for human rights of the environmentally sound management and disposal of hazardous substances and wastes.
His practice as legal advisor has included work with United Nations agencies, governments and non-governmental organisations, including on waste and chemicals issues at the Basel and Minamata conventions, the UN Environment Assembly and the Human Rights Council. He has intervened in cases before the Inter-American Court of Human Rights, the International Tribunal for the Law of the Sea, the International Centre for Settlement of Investment Disputes and the World Trade Organization's Appellate Body. His practice in the climate space includes representing the eight-nation Independent Association of Latin America and the Caribbean in the negotiations of the Paris Agreement on Climate Change, and serving as senior legal advisor to the Presidency of the 25th Conference of the Parties of the UN Framework Convention on Climate Change.
Professor Orellana has extensive experience working with civil society around the world on issues concerning global environmental justice. He was the inaugural director of the Environment and Human Rights Division at Human Rights Watch. Previously, he directed the trade and the human rights programs at the Center for International Environmental Law, and co-chaired the UN Environment Program's civil society forum.
He teaches international environmental law at George Washington University School of Law and international law at the American University Washington College of Law. Previously, he lectured in prominent universities around the world, including Melbourne, Pretoria, Geneva, and Guadalajara. He was a fellow at the University of Cambridge, visiting scholar with the Environmental Law Institute in Washington DC, and instructing professor of international law at the Universidad de Talca, Chile.

Radhika is Professor in Women's and Gender and Sexuality Studies at Rutgers University and the former faculty director at the Center for Women’s Global Leadership. She has a Ph.D. in Economics from Rutgers University. She is on the Global Advisory Council for the United Nations Population Fund. She was the President of the International Association for Feminist Economics and was a Commissioner for the Commission for Gender Equity for the City of New York,
Radhika is the co-author of Rethinking Economic Policy for Social Justice: The Radical Potential of Human Rights with James Heintz and Diane Elson (Routledge, 2016). She is the co-editor with Diane Elson of Economic Policy and Human Rights: Holding Governments to Account (Zed Books, 2011). She edited The Hidden Assembly Line: Gender Dynamics of Subcontracted Work in a Global Economy (Kumarian Press, 2001) and co-edited Good Sex: Feminist Perspectives from the World’s Religions, with Patricia Jung and Mary Hunt (Rutgers University Press, 2000). Her research and advocacy work has sought to change the lens through which macroeconomic policy is interpreted and critiqued by applying international human rights norms to assess macroeconomic policy.

Rachel Moussié is the Director of Programmes at WIEGO (Women in Informal Employment: Globalizing and Organizing) – a global network aimed at securing the labour and economic rights of workers in informal employment.
She joined WIEGO in 2016 to lead the Child Care Initiative supporting organisations of workers in informal employment to mobilise for quality, affordable, accessible, and publicly financed child care services as component of labour and social protections.
Prior to joining WIEGO, Rachel was the Policy Manager for the Women’s Rights program at ActionAid International where she raised funds and oversaw multi-country research and advocacy projects on addressing women’s unequal responsibility for unpaid care work. She started her research and policy work on global tax policy reform and public education financing with a feminist economics lens. Rachel holds a MSc in Development Management from the London School of Economics and a BA from McGill University. She is from and resides in Mauritius.
PROGRAMME OFFICER - OPERATIONS LEAD & FOCAL POINT ON CARE
Valentina is the Operations Lead & Focal Point on Care. She is responsible for strengthening GI-ESCR ’s organisational effectiveness to increase impact and advance GI-ESCR’s mission.
She holds an MSc in Human Rights from the London School of Economics (LSE), an LLB from the Universidad de Chile and a degree in Probity, Transparency and Good Governance from the Pontificia Universidad Católica de Chile.
From 2014 to 2020, Valentina worked as a lawyer at the Research Department of the Supreme Court of Chile in areas related to the enhancement of the right of access to justice. She previously worked as a lawyer in consumer law class actions and as a volunteer in technological education projects in Chile’s rural areas.

José trabaja como director adjunto en la Global Initiative for Economic, Social and Cultural Rights. Es abogado de derechos humanos con amplia experiencia en Derecho de los derechos humanos en diferentes sectores. En sus más de veinticinco años de experiencia, ha desempeñado cargos de liderazgo, nacionales e internacionales, en instituciones gubernamentales, civiles y académicas.
Anteriormente fue director ejecutivo de la Comisión Mexicana de Defensa y Promoción de los Derechos Humanos. Trabajó también en la Comisión de los Derechos Humanos de la Ciudad de México (Defensoría del Pueblo) en la investigación de presuntas violaciones de los derechos económicos, sociales y culturales. Previamente se desempeñó como Ministro designado para los derechos humanos en la Misión de México ante los Organismos de las Naciones Unidas en Ginebra. Fue uno de los cinco miembros del Grupo de Trabajo de las Naciones Unidas sobre la Detención Arbitraria (2014-2020) y miembro del Comité de Coordinación de Procedimientos Especiales del Consejo de Derechos Humanos (2018-2019). También impartió cursos universitarios en México, otros países de América Latina y Norteamérica. Además, ha publicado numerosos artículos y libros sobre derecho internacional de los derechos humanos.

Ashina es oficial del Programa para los Servicios Públicos y Representante para África de la Global Initiative for Economic, Social and Cultural Rights. Es abogada de la Corte Suprema de Kenia, egresada (LL.B) de la Universidad de Nairobi, Kenia, y con un máster (LL.M) en derechos humanos y democratización en África, completado con honores, en el Centro para los Derechos Humanos de la Universidad de Pretoria en Sudáfrica.
Ashina es una apasionada de la justicia social, y ha trabajado en el área de los derechos humanos en el marco de las luchas nacionales y mundiales por sistemas más justos de prestación de servicios públicos, que garanticen a todos el disfrute de sus derechos socioeconómicos. Primero trabajó en el Economic and Social Rights Centre de Hakijamii, Kenia, y luego, en el GI-ESCR. Concretamente, ha dirigido y apoyado la investigación y la defensa, a nivel local, nacional y mundial, del marco legal de derechos humanos para los derechos de las comunidades marginadas a la tierra, la vivienda, la educación, la salud y el agua. Sus intereses en la investigación se orientan también a los derechos humanos y las políticas económicas, así como a la contribución que el cumplimiento de los derechos humanos hace a la formulación y ejecución de las políticas económicas.

Zsuzsanna es oficial del Programa de Derecho a la Educación de la Global Initiative for Economic, Social and Cultural Rights. Antes de unirse a GI-ESCR, colaboró, como consultora, en la redacción de los Principios de Abiyán sobre el derecho a la educación, así como en la elaboración y publicación del Comentario de los Principios de Abiyán. Previamente, Zsuzsanna trabajó con la Open Society Justice Initiative como becaria de la Aryeh Neier Fellowship, en temas como la igualdad y la no discriminación, los derechos de los romaníes (Roma Rights), el derecho a la educación, la justicia económica, el acceso a la justicia y el estado de derecho. También ha trabajado como abogada con la Hungarian Civil Liberties en la segregación educativa, los derechos de los Romaníes y los crímenes de odio. Tiene un máster (LL.M) en derecho público Internacional por la Universidad de Edimburgo y una licenciatura en Derecho por la Universidad Eötvös Loránd, Budapest.

Rossella De Falco es oficial del Programa de Derecho a la Salud de la Global Initiative for Economic, Social and Cultural Rights. Posee un doctorado en derechos humanos, mención cum laude, por la Universidad de Padua, Italia, y su tesis se centró en el derecho a la salud. Ha realizado publicaciones sobre la privatización de la salud, la importancia de la salud mental, las reformas de los sistemas de salud en tiempos de crisis económica, las desigualdades sanitarias y los derechos humanos en las políticas sociales y fiscales. Además está interesada en aplicar nuevas técnicas de investigación a la teoría y práctica de los derechos humanos. Tiene un máster en derechos económicos, sociales y culturales por la Universidad de Essex, un máster en Asuntos Internacionales por la Universidad Johns Hopkins y una licenciatura en Cooperación Internacional y Desarrollo por la Universidad de Bolonia. Entre otras colaboraciones, ha realizado prácticas en el Center for Economic and Social Rights (CESR).

Alejandra Lozano es oficial del Programa de Justicia Climática y Ambiental en la Global Initiative for Economic, Social and Cultural Rights. Es abogada internacional y su trabajo se orienta a la conexión entre los derechos humanos internacionales, los derechos ambientales y el derecho económico desde una perspectiva de género. Anteriormente trabajó en la Secretaría de Relaciones Exteriores de México como jefa adjunta de la Sección de Derechos Económicos, Sociales y Culturales, y como consultora del Programa de las Naciones Unidas para el Desarrollo, en los ámbitos de la educación y el desarrollo sostenible. Tiene una maestría en Derecho por la Universidad de Cambridge como becaria del programa Chevening-Cambridge Trust y una licenciatura en Derecho por la Universidad Nacional Autónoma de México (UNAM). .

Lou Aya Douabou es Oficial del Programa - África Occidental y países francófonos. Anteriormente fue asistente jurídica (AUYV) en la Comisión Africana sobre Derechos Humanos y de los Pueblos en Banjul, Gambia. Fue asignada al grupo de trabajo para los derechos económicos, sociales y culturales como presidente. Estuvo a cargo de las comunicaciones (denuncias sobre derechos humanos) tanto en inglés como en francés, y ha trabajado en varios temas de derechos económicos, sociales y culturales, tales como el derecho a la vivienda, el derecho a la salud y a la seguridad social, el derecho al agua, la participación de actores privados en los servicios sociales y los derechos económicos, sociales y culturales de las mujeres. Aya es amante de los idiomas, tiene un máster que la acredita como abogado-lingüista, otorgado por la Universidad de Poitiers, y habla francés, inglés y español.

Juana Barragán Díaz es oficial asociada de los Programas para la Educación y los Servicios Públicos en la Global Initiative for Economic, Social and Cultural Rights. Le apasiona el tema del derecho de los niños a la educación y el apoyo a los países en la provisión de oportunidades educativas inclusivas, gratuitas y de calidad para todas las personas.
Antes de unirse a la GI-ESCR, trabajó como consultora independiente en el Instituto Internacional de Planificación Educativa de la UNESCO, donde desarrolló varios proyectos con el equipo de I+D. Estos proyectos incluyeron, entre otros: Education Policy Tools, cuyo objetivo es contribuir a los procesos de toma de decisiones basados en evidencias, y Planning to fulfill the Right to Education Toolkit, que facilita el análisis y la alineación de las propuestas de planificación educativa con los Principios de Abiyán. También ha trabajado como consultora en la GI-ESCR en el análisis del borrador del Plan Sectorial de Educación de Sierra Leona (2021), y en el Libro Blanco de Uganda sobre Educación, 1992, utilizando las herramientas de la IIPE-UNESCO. Juana es también cocreadora de Ábaco, una iniciativa de educación financiera dirigida a las poblaciones marginadas de los centros educativos públicos de Bogotá, Colombia.

Es un abogado internacional de derechos humanos que trabaja en investigación y promoción global sobre políticas fiscales y económicas, derechos humanos y cambio climático. Anteriormente se desempeñó como Director Jurídico Nacional en TECHO-Chile en temas de pobreza, desigualdad urbana y derechos económicos y sociales. Tiene un LLM en derecho internacional de los derechos humanos de la Universidad de Essex, estudios de posgrado en derecho internacional de los derechos humanos de la Universidad de Chile y se graduó en Derecho en la Universidad de los Andes.

Valentina Contreras es Líder de Operaciones y Punto Focal en Cuidados. Ella es responsable de fortalecer la efectividad organizacional de GI-ESCR para aumentar el impacto y avanzar en la misión de la organización.
Posee una maestría en derechos humanos por la London School of Economics (LSE), una licenciatura en derecho por la Universidad de Chile y un diplomado en Probidad, Transparencia y Buen Gobierno de la Pontificia Universidad Católica de Chile.
En el período 2014-2020, Valentina trabajó como abogada en la Dirección de Estudio y Evaluación de la Corte Suprema de Chile en áreas relacionadas con el fortalecimiento del derecho al acceso a la justicia. Anteriormente trabajó como abogada en acciones colectivas judiciales de derechos del consumidor y como voluntaria en proyectos de educación tecnológica en zonas rurales de Chile.

Belén est titulaire d’un BA en relations internationales. Juste après avoir obtenu son diplôme, elle a vécu en Inde et aux Philippines, où elle s'est portée volontaire pendant trois ans pour des projets de santé et d'éducation. À son retour en Argentine, d'où elle est originaire, elle a rejoint Red Solidaria en tant que volontaire et coordinatrice de l'aide internationale. Elle a travaillé comme journaliste et responsable de programme à la fondation du journal La Nación à Buenos Aires, pour devenir ensuite spécialiste de l'information sur les médias sociaux à l'ambassade des États-Unis à Buenos Aires. Elle y a joué le rôle d'agent de liaison avec les autres sections et est devenue représentante des agents de subvention. Elle a été choisie pour devenir la directrice exécutive de HelpArgentina afin d'aider à développer les possibilités de collecte de fonds à l'étranger pour les ONG d'autres pays d'Amérique latine, et a réussi la transition de l'organisation vers PILAS, le portail d'investissement dans le secteur social latino-américain. Elle a ensuite travaillé pour une start-up de nouveaux médias, RED/ACCION, en tant que rédactrice chargée de l'engagement et coordinatrice des membres, avant de nous rejoindre en tant que responsable de la communication.

Tiene un Master en Ciencias en Derechos Humanos por la London School of Economics and Political Science, así como una Master en Derechos Fundamentales por la Universidad Carlos III de Madrid.
Con 15 años de experiencia como reportera, Macarena se ha desempeñado como periodista de investigación para diversos medios de comunicación chilenos, especializándose en reportajes y trabajos documentales con fuerte enfoque en exponer violaciones de derechos humanos. Su amplia experiencia de campo le ha brindado un profundo conocimiento de estas violaciones, lo que le permite defender y promover activamente los derechos humanos a través del periodismo.

Mónica trabajó en la Oficina Representación del BNP Paribas en México, como jefa de operaciones. Anteriormente trabajó para las empresas Hewlett-Packard y Yamaha Co. Tiene un máster en Administración de Empresas, con mención en Finanzas Internacionales, por la Universidad de La Rioja, España, y una licenciatura en Administración por la Escuela Bancaria y Comercial.

Ana Clara Cathalat colabora como socia en la Global Initiative for Economic, Social, and Cultural Rights, mientras prosigue con su máster en derechos humanos y acción humanitaria en la Universidad Sciences Po, París. Allí centra su interés en los derechos económicos, sociales y culturales y en estudios de género en América Latina. Tiene una licenciatura en derecho por la Universidad Federal de Mato Grosso, Brasil.
Previamente, Ana Clara trabajó en reclamaciones judiciales relacionadas con el derecho a la seguridad social y el derecho a la salud en la Oficina del Defensor Público y el Tribunal Federal de Brasil. Asimismo, apoyó la labor del Relator Especial en Derechos Económicos, Sociales, Culturales y Ambientales de la Comisión Interamericana de Derechos Humanos. Recientemente, trabajó en litigios estratégicos ante la Corte Interamericana de Derechos Humanos, como miembro del equipo del Centro por la Justicia y el Derecho Internacional.

INVESTIGADORA ASOCIADA
Lorena Zenteno es estudiante de doctorado en la Universidad de Edimburgo. Entre sus principales intereses de investigación se encuentran el impacto del cambio climático y su efecto ambiental sobre los derechos humanos, la justicia ambiental, el género y el papel del sistema de justicia en la crisis por el cambio climático. Trabajó varios años en Chile como jueza y como asistente jurídico en la Corte de Apelaciones de Concepción, Santiago, y en la Sala Constitucional de la Corte Suprema de Chile. Es miembro de la Comisión de los Derechos Humanos y Ambientales de la Asociación Nacional de Magistrados y Magistradas de Chile, la cual se dedica a estudiar el impacto del cambio climático y su efecto ambiental sobre los derechos humanos. Lorena es la relatora nacional chilena de la base de datos de los litigios por el cambio climático del Sabin Center for Climate Change Law de la Universidad de Columbia.
Trabajó como investigadora principal para la Relatora Especial sobre los Derechos Culturales de las Naciones Unidas, Karina Bennoune, desde septiembre de 2018 hasta septiembre de 2021. Apoyó y asistió al Relator Especial de las Naciones Unidas en sus labores ante la Asamblea General y el Consejo de Derechos Humanos de las Naciones Unidas.
Tiene una licenciatura en derecho por la Universidad de Concepción, un máster en derecho ambiental por la Universidad de Davis, California, y un máster en derecho empresarial por la Universidad Pompeu Fabra en Barcelona, España. Magdalena works as Programme Officer on Climate and Environmental Justice for the Global Initiative for Economic, Social and Cultural Rights. She is an international lawyer working on the intersections between human rights, environmental and economic law. Prior to joining GI-ESCR, she worked dealing with the protection of economic and social rights in Argentina, at an NGO focused on strategic litigation and as a clerk in the judiciary. She holds an LL.B. and a JD from the University of Buenos Aires, Argentina, where she specialised in International Law and an LL.M from the Geneva Academy of International Humanitarian Law and Human Rights, Switzerland.

Marcos A. Orellana es un experto en derecho internacional, derechos humanos y derecho ambiental. Es el actual Relator Especial de las Naciones Unidas sobre las implicaciones en los derechos humanos de un manejo sensato del medio ambiente y una eliminación adecuada de substancias y desechos peligrosos.
Su labor como asesor jurídico ha incluido el trabajo con agencias de las Naciones Unidas, gobiernos y organizaciones no gubernamentales, incluyendo temas de desechos y sustancias químicas en las convenciones de Basilea y Minamata, en la Asamblea de la Naciones Unidas para el Medio Ambiente y en el Consejo sobre los Derechos Humanos. Ha intervenido en casos presentados ante la Corte Interamericana de Derechos Humanos, el Tribunal Internacional del Derecho del Mar, el Centro Internacional de Arreglo de Diferencias relativas a Inversiones y el Órgano de Apelación de la Organización Mundial del Comercio. Sus prácticas en el ámbito climático incluyen la representación de las ocho naciones de la Asociación Independiente de Latinoamérica y el Caribe en las negociaciones del Acuerdo de París sobre el Cambio Climático. Asimismo, trabajó como asesor jurídico principal de la presidencia de la 25.a Conferencia de las Partes de la Convención Marco de las Naciones Unidas sobre el Cambio Climático.
El profesor Orellana tiene una amplia experiencia en el trabajo con la sociedad civil alrededor del mundo en asuntos relacionados con la justicia ambiental global. Fue el primer director de la División de Derechos Humanos y Ambientales del Human Rights Watch. Anteriormente, dirigió los programas de comercio y derechos humanos en el Centro para el Derecho Internacional Ambiental y fue copresidente del foro de la sociedad civil del Programa para el Medio Ambiente de la ONU.
Enseña derecho ambiental internacional en la Escuela de Leyes de la Universidad George Washington y derecho internacional en el Washington College of Law de la American University. Anteriormente, dio conferencias en universidades destacadas de todo el mundo, incluidas aquellas en Melbourne, Pretoria, Ginebra y Guadalajara. Fue patrocinado por la Universidad de Cambridge, académico invitado del Environmental Law Institute in Washington DC y profesor instructor de derecho internacional en la Universidad de Talca, Chile.

Rachel Moussié es directora de programas de WIEGO (Mujeres en empleo informal: globalización y organización), una red global destinada a garantizar los derechos laborales y económicos de las trabajadoras en empleo informal.
Se unió a WIEGO en 2016 para liderar la Iniciativa de Cuidado Infantil que apoya a las organizaciones de trabajadoras en empleo informal para movilizarse por servicios de cuidado infantil de calidad, asequibles, accesibles y financiados con fondos públicos como componente de las protecciones laborales y sociales.
Antes de unirse a WIEGO, Rachel fue Gerente de Políticas para el programa de Derechos de las Mujeres en ActionAid International, donde recaudó fondos y supervisó proyectos de investigación y promoción en varios países para abordar la responsabilidad desigual de las mujeres en el trabajo de cuidados no remunerado. Comenzó su investigación y trabajo político sobre la reforma de la política tributaria global y el financiamiento de la educación pública con una lente de economía feminista. Rachel tiene una maestría en Gestión del Desarrollo en la London School of Economics y una licenciatura de la Universidad McGill. Ella es originaria de Mauricio y reside en ella.

José Fiocca tiene más de veinte años de experiencia en prestación de servicios de contabilidad y gestión fiscal a organizaciones sin ánimos de lucro. José trabaja muy de cerca con los altos directivos de los clientes con los que trabaja y tiene amplia experiencia en el diseño de procesos y sistemas de control para la gestión de actividades y programas de instituciones sin fines de lucro. Utilizando, su amplia experiencia con los sistemas financieros José apoya a sus clientes en la revisión y seguimiento de sus presupuestos, en la elaboración de informes de programas, en proyecciones financieras y en la gestión de fuentes de financiamiento múltiples y diversificadas. José posee una licenciatura en economía por la Universidad de Buenos Aires (UBA).

Radhika es profesora de Estudios sobre la Mujer, el Género y la Sexualidad en la Universidad Rutgers y fue directora de facultad en el Centro para el Liderazgo Mundial de las Mujeres. Tiene un doctorado en economía por la Universidad Rutgers. Forma parte del Consejo Asesor Global del Fondo de Población de las Naciones Unidas. Fue presidente de la Asociación Internacional para la Economía Feminista y delegada de la Comisión de Igualdad de Género de la Ciudad de Nueva York,
Radhika es coautora de Rethinking Economic Policy for Social Justice: The radical potential of human rights, con James Heintz y Diane Elson, Routledge, 2016. Es coeditora con Diane Elson de Economic Policy and Human Rights: Holding Governments to Account, Zed Books, 2011. Editó The Hidden Assembly Line: Gender Dynamics of Subcontracted Work in a Global Economy, Kumarian Press, 2001 y coeditó Good Sex: Feminist Perspectives from the World’s Religions, con Patricia Jung y Mary Hunt, Rutgers University Press, 2000. Su trabajo de investigación y promoción se ha orientado a cambiar la perspectiva a través de la cual se interpreta y cuestiona la política macroeconómica, utilizando las normas internacionales de derechos humanos para evaluar la política macroeconómica.

Allan Maleche es el director ejecutivo de la Kenya Legal and Ethical Issues Network on HIV and AIDS (KELIN). Con sus colegas ha litigado en casos emblemáticos que pusieron fin a la esterilización forzada de mujeres con VIH, detuvieron el uso injusto del argumento de la salud pública para encarcelar a personas con TB e impidieron que el gobierno de Kenia hiciera público los nombres de niños y niñas que viven con VIH, entre muchos otros logros.
El Sr. Maleche es copresidente del grupo de referencia de ONUSIDA sobre el VIH y los derechos humanos y se desempeña como miembro de la Sociedad Internacional del SIDA de la Comisión Lancet sobre Salud y Derechos Humanos. Actualmente es miembro del Consejo Asesor Internacional del Graduate Institute, Ginebra. Allan fue miembro de la Junta del Fondo Mundial que representa a las ONG de países en vías de desarrollo y expresidente del grupo de Implementación del Fondo Mundial. Allan tiene más de una década de experiencia en la promoción de enfoques éticos, basados en los derechos humanos, para la planificación, programación y prestación de servicios de salud. En el año 2018 Allan recibió el Premio Elizabeth Taylor de derechos humanos.
Allan fue becario del Centro FXB para la Salud y los Derechos Humanos en la Harvard T.H. Chan School of Public Health, tiene una licenciatura en derecho por la Universidad de Nairobi y un diplomado en género y derechos Humanos por la Universidad de Uppsala.

DIRECTRICE ÉXECUTIVE
Magdalena Sepúlveda est une avocate spécialisée dans les droits de l’homme avec une vaste expérience en droits économiques, sociaux et culturels. Durant ses 20 ans de carrière, Magdalena s’est concentré sur l’intersection de la pauvreté, du développement et des droits de l’homme et a fait le lien entre la recherche et l’élaboration de politiques. Elle a travaillé en tant que chercheuse à l’institut Néerlandais des droits de l'homme en tant qu’avocate à la court interaméricaine des droits de l’homme, où elle occupait la fonction de co-directrice du département de droit international et des droits de l’homme de l’université de la paix, mandatée par les Nations Unies, au Costa Rica, et comme directrice de recherche au Conseil international pour l'étude des droits de l'homme, à Genève. Plus récemment, elle a été chargée de recherche principale à l'Institut de recherche des Nations unies pour le développement social (UNRISD).
De 2008 à 2014, elle a été la reportrice spéciale des Nations Unies sur la pauvreté extrême et les droits de l’homme. De 2013 à 2017, elle a été membre du groupe d'experts de haut niveau sur la sécurité alimentaire et la nutrition du Comité des Nations unies sur la sécurité alimentaire mondiale (CSA). En 2015, elle a été reconnue dans le Global Tax 50, une liste de personnes et d'organisations ayant le plus grand impact sur la fiscalité dans le monde. Magdalena est un membre de la commission indépendante pour la réforme de la fiscalité internationale des entreprises (ICRICT) et du Groupe de haut niveau sur la responsabilité financière internationale, la transparence et l'intégrité pour la réalisation de l'agenda 2030.
Magdalena a énormément publié sur les droits de l’homme, la pauvreté, l’égalité des sexes et le développement. Elle a aussi donné des cours dans des universités en Amérique latine et au Royaume-Uni. Elle rédige fréquemment des chroniques d'opinion et ses articles ont été publiés dans plus de 30 pays.

Josè occupe en ce moment la fonction de directeur adjoint de l’Initiative mondiale pour les droits économiques, sociaux et culturels. C’est un avocat des droits de l’homme avec une vaste expérience de différents secteurs du domaine. Durant ses plus de vingt-cinq ans d’expérience, il occupa des postes de direction au sein d'institutions gouvernementales, de la société civile et du monde universitaire, tant au niveau national qu'international.
José fut précédemment le directeur exécutif de la commission mexicaine de la promotion et de la défense des droits de l’homme. Avant cela, il a travaillé à la Commission des droits de l'homme de la ville de Mexico (Ombusdman local), responsable des enquêtes sur les violations présumées des droits économiques, sociaux et culturels. Avant cela, il était ministre responsable des droits de l’homme à la mission mexicaine auprès de l’Organisation des Nations Unies à Genève. Il a également été l'un des cinq membres du Groupe de travail des Nations unies sur les détentions arbitraires (2014-2020) et membre du Comité de coordination des procédures spéciales du Conseil des droits de l'homme (2018-2019). Il a également donné des cours universitaires au Mexique et dans d'autres pays d'Amérique latine et d'Amérique du Nord. Il a également publié de nombreux articles et livres sur le droit international des droits de l'homme.

Ashina es oficial del Programa para los Servicios Públicos y Representante para África de la Global Initiative for Economic, Social and Cultural Rights. Es abogada de la Corte Suprema de Kenia, egresada (LL.B) de la Universidad de Nairobi, Kenia, y con un máster (LL.M) en derechos humanos y democratización en África, completado con honores, en el Centro para los Derechos Humanos de la Universidad de Pretoria en Sudáfrica.
Ashina es una apasionada de la justicia social, y ha trabajado en el área de los derechos humanos en el marco de las luchas nacionales y mundiales por sistemas más justos de prestación de servicios públicos, que garanticen a todos el disfrute de sus derechos socioeconómicos. Primero trabajó en el Economic and Social Rights Centre de Hakijamii, Kenia, y luego, en el GI-ESCR. Zsuzsanna travaille actuellement en tant que responsable du droit à l'éducation pour l'Initiative mondiale pour les droits économiques, sociaux et culturels. Avant de rejoindre GI-ESCR, elle a participé, en tant que consultante, au processus de rédaction des Principes d'Abidjan sur le droit à l'éducation et au développement et à la publication du Commentaire des Principes d'Abidjan. Auparavant, elle a travaillé avec l'Open Society Justice Initiative en tant que boursière Aryeh Neier sur des questions telles que l'égalité et la non-discrimination, les droits des Roms, le droit à l'éducation, la justice économique, l'accès à la justice et l'État de droit. Elle a également travaillé en tant qu'avocate pour l'Union hongroise des libertés civiles sur la ségrégation scolaire, les droits des Roms et les crimes haineux. Rossella De Falco travaille actuellement en tant que responsable du droit à la santé pour l'Initiative mondiale pour les droits économiques, sociaux et culturels. Elle est titulaire d'un doctorat avec louanges en droits de l'homme de l'université de Padoue, en Italie, dont la thèse portait sur le droit à la santé. Elle a publié des articles sur la privatisation des soins de santé, les résultats en matière de santé mentale, les réformes des soins de santé en période de crise économique, les inégalités en matière de santé ainsi que les droits de l'homme dans les politiques sociales et fiscales. Elle s'intéresse également à l'application de nouvelles techniques de recherche à la théorie et à la pratique des droits de l'homme. Elle est titulaire d’un master en droits économiques, sociaux et culturels de l'Université d'Essex, d'un master en affaires internationales de l'Université Johns Hopkins et d'un BA en coopération internationale et développement de l'Université de Bologne. Entre autres collaborations, elle a fait un stage au Centre pour les droits économiques et sociaux (CESR).

RESPONSABLE DE PROGRAMME - CLIMAT ET JUSTICE ENVIRONNEMENTALE
Alejandra Lozano travaille actuellement comme chargée de programme sur le climat et la justice environnementale à l'Initiative mondiale pour les droits économiques, sociaux et culturels. C’est une avocate internationale qui travaille sur les intersections entre les droits de l'homme internationaux, le droit environnemental et le droit économique dans une perspective de genre. Auparavant, elle a travaillé comme chef adjoint de la section des droits économiques, sociaux et culturels au ministère des affaires étrangères du Mexique et comme consultante auprès du Programme des Nations unies pour le développement dans les domaines de l'éducation et du développement durable. Elle est titulaire d'un master en droit de l'université de Cambridge en tant que boursière Chevening et Cambridge Trust, ainsi que d'une licence en droit de l'Universidad Nacional Autónoma de México (UNAM)..

Lou Aya Douabou travaille actuellement en tant que Responsable de Programme - Afrique. Elle était auparavant assistante juridique à la Commission africaine des droits de l'homme et des peuples à Banjul, en Gambie. Elle a été affectée au groupe de travail sur les droits économiques, sociaux et culturels et en est la présidente. Elle s'occupait des communications (plaintes relatives aux droits de l'homme) en anglais et en français, et a travaillé sur diverses questions relatives aux DESC telles que le droit au logement, le droit à la santé et à la protection sociale, le droit à l'eau, l'implication des acteurs privés dans les services sociaux et les DESC des femmes. Amoureuse des langues, Aya est titulaire d'un master intitulé Juriste-Linguiste de l'Université de Poitiers, et parle le français, l'anglais et l'espagnol.

Juana Barragán Díaz travaille actuellement en tant que responsable de programme associée sur l'éducation et les services publics pour l'Initiative mondiale pour les droits économiques, sociaux et culturels. Elle se passionne pour le droit des enfants à l'éducation et pour le soutien aux pays qui offrent des possibilités d'éducation publique de qualité pour tous.
Avant de rejoindre GI-ESCR, elle a travaillé en tant que consultante individuelle à l'Institut international de planification de l'éducation de l'UNESCO, où elle a développé plusieurs projets au sein de l'équipe de recherche et développement. Ces projets comprennent, entre autres, la "boîte à outils pour les politiques de l'éducation", qui vise à contribuer à des processus décisionnels fondés sur des données probantes, et la "boîte à outils pour la planification de la réalisation du droit à l'éducation", qui facilite l'analyse et l'alignement des documents de planification de l'éducation sur les principes d'Abidjan. Elle a également travaillé en tant que consultante pour GI-ESCR dans l'analyse du projet de plan sectoriel de l'éducation de la Sierra Leone (2021) et du Livre blanc sur l'éducation de l'Ouganda de 1992, en utilisant la boîte à outils de l'IIPE-UNESCO. Juana est également la co-créatrice d'Ábaco, une initiative d'éducation financière ciblant les populations marginalisées dans les établissements d'enseignement public de Bogota, en Colombie.

Vicente travaille en tant que responsable de programme sur la justice économique à l'Initiative mondiale pour les droits économiques, sociaux et culturels. Il a auparavant travaillé comme directeur juridique national à TECHO-Chili sur les questions de pauvreté, d'inégalités urbaines et de droits économiques et sociaux. Il est titulaire d'un LLM en droit international des droits de l'homme de l'Université d'Essex, d'études supérieures en droit international des droits de l'homme de l'Université du Chili et est diplômé en droit de l'Université de los Andes.

Valentina Contreras travaille actuellement en tant que responsable de programme - Opérations et point focal pour les soins. Elle est responsable du renforcement de l'efficacité organisationnelle du GI-ESCR pour augmenter l'impact et faire avancer la mission du GI-ESCR.
Elle est titulaire d'un master en droits de l'homme de la London School of Economics (LSE), d'un LLB de l'Universidad de Chile et d'un diplôme en probité, transparence et bonne gouvernance de la Pontificia Universidad Católica de Chile.
De 2014 à 2020, Valentina a travaillé en tant qu'avocate au département de recherche de la Cour suprême du Chili dans des domaines liés au renforcement du droit d'accès à la justice. Auparavant, elle a travaillé comme avocate dans le cadre de recours collectifs en matière de droit de la consommation et comme bénévole dans des projets d'éducation technologique dans les zones rurales du Chili.

Macarena est journaliste de l'Universidad del Desarrollo Chile, titulaire d'un Master of Science en droits de l'homme de la London School of Economics and Political Science et d'un Master en droits fondamentaux de l'Université Carlos III de Madrid.
Au cours de ses 10 années d'expérience en tant que reporter, elle a travaillé comme journaliste d'investigation dans différents médias chiliens, dans les domaines du reportage et du documentaire, avec un accent particulier sur la dénonciation des violations des droits de l'homme. Cela lui a permis de voir par elle-même à quel point ces droits sont vulnérables sur le terrain ; elle s’est donc engagée à les défendre et à les promouvoir par son travail.

Mónica Ovalle Corona occupe actuellement le rôle de Directrice des Finances et des Ressources Humaines au sein de l’Initiative mondiale pour les droits économiques, sociaux et culturels. Elle a plus de 20 années d’expérience dans le secteur financier, avec une expertise marquée dans la finance, la comptabilité et les ressources humaines. Monica a occupé les fonctions de Directrice opérationnelle au bureau de représentation de BNP Paribas au Mexique. Auparavant, elle a travaillé pour Hewlett-Packard et Yamaha Co. Elle a un master en gestion des affaires (MBA) spécialisé en finance internationale, obtenu à l’Université de la Rioja (Espagne), ainsi qu’une licence en gestion de l’Escuela Bancaria y Comercial (Mexique).

Ana Clara Cathalat collabore actuellement, dans le cadre d’une bourse, à l’Initiative mondiale pour les droits économiques, sociaux et culturels, tout en préparant un master en droits de l'Homme et action humanitaire à Sciences Po Paris, où elle se spécialise en droits économiques, sociaux et culturels, ainsi qu’en études de genre et latino-américaines. Elle a une licence de droit de l’Université Fédérale du Mato Grosso au Brésil.
Ana Clara a auparavant travaillé sur des actions en justice relatives au droit à la sécurité sociale et au droit à la santé auprès du Bureau de l’aide juridictionnelle et de la Cour de justice fédérale du Brésil. Elle a également appuyé les travaux de la Rapporteuse spéciale sur les droits économiques, sociaux, culturels et environnementaux de la Commission interaméricaine des droits de l'Homme. Elle a récemment travaillé sur des actions en justice dans des cas stratégiques auprès de la Cour interaméricaine des droits de l'Homme, au sein de l’équipe du Centre pour la Justice et le Droit International (CEJIL).

Roselyne travaille en tant qu'agente de programme associée pour l'Afrique à l'Initiative mondiale pour les droits économiques, sociaux et culturels (GI-ESCR), après un stage réussi où elle a constamment contribué de manière significative aux objectifs de l'organisation. Elle est titulaire d'un diplôme LL.B de l'Université de Nairobi, au Kenya, et a obtenu des certifications de cours en ligne sur l'introduction au droit humanitaire, le déverrouillage de l'accès humanitaire et la gestion de projet-leadership par le biais de la Humanitarian Leadership Academy. Avant son rôle au GI-ESCR, Roselyne a suivi le cursus scolaire et post-scolaire au bureau du directeur des poursuites pénales à Kisumu, au Kenya.

Lorena Zenteno est doctorante à l’Université d’Édimbourg. Ses principaux thèmes de recherche sont les dimensions du changement climatique et des problèmes écologiques relatives aux droits de l'Homme, la justice climatique, le genre, et le rôle de la Justice dans la crise du changement climatique. Lorena a travaillé pendant plusieurs années au Chili, comme juge et comme légiste, auprès des Cours d’appel de Concepción et Santiago et de la Chambre constitutionnelle de la Cour suprême du Chili. Elle fait partie de la Commission de l’environnement et des droits de l'Homme de l’Association nationale de la magistrature chilienne, dont la mission est d’étudier et de débattre des conséquences du changement climatique et des problèmes écologiques sur les droits de l'Homme. Lorena est la Rapporteuse nationale chilienne sur la base mondiale des actions en justice climatiques pour le Centre Sabin pour le droit du changement climatique de l’Université de Columbia.
Elle a occupé le rôle de chercheuse principale pour l’ancienne Rapporteuse spéciale sur les droits culturels de l’ONU, Karima Bennoune, entre septembre 2018 et septembre 2021. Elle a appuyé et soutenu la Rapporteuse spéciale de l’ONU dans l’accomplissement de son mandat conféré par l’Assemblée générale de l’ONU et le Conseil des droits de l'Homme de l’ONU.

Elle a été présidente de l'Association internationale pour l'économie féministe et a été membre de la Commission pour l'équité des sexes de la ville de New York,
Radhika est le co-auteur de Repenser la politique économique pour la justice sociale : Le potentiel radical des droits de l'homme avec James Heintz et Diane Elson (Routledge, 2016). Elle est co-éditrice avec Diane Elson de la politique économique et des droits de l'homme : Holding Governments to Account (Zed Books, 2011). Elle a édité le livre The Hidden Assembly Line : La dynamique du travail en sous-traitance dans une économie mondiale (Kumarian Press, 2001) et coédité Good Sex : Perspectives féministes des religions du monde, avec Patricia Jung et Mary Hunt (Rutgers University Press, 2000). Ses travaux de recherche et de plaidoyer ont cherché à changer le prisme à travers lequel la politique macroéconomique est interprétée et critiquée en appliquant les normes internationales en matière de droits de l'homme pour évaluer la politique macroéconomique.

Allan Maleche est le directeur exécutif du réseau kenyan des questions juridiques et éthiques sur le VIH et le sida (KELIN). Avec ses collègues, il a plaidé des affaires historiques qui ont permis de mettre un terme à la stérilisation forcée des femmes vivant avec le VIH, d'arrêter l'utilisation injuste des préoccupations de santé publique comme motif d'incarcération des personnes vivant avec la tuberculose, d'empêcher le gouvernement du Kenya de rendre public le nom des enfants vivant avec le VIH, et bien plus encore.
M. Maleche copréside actuellement le groupe de référence de l'ONUSIDA sur les droits de l'homme et il est membre de la Commission sur la santé et les droits de l'homme de l'International AIDS Society-Lancet. Il est actuellement membre du Conseil consultatif international de l'Institut universitaire de Genève. Allan est un ancien membre du Conseil du Fonds mondial représentant les ONG des pays en développement et l'ancien président du groupe des exécutants du Fonds mondial. Allan a plus de dix ans d'expérience dans la promotion d'approches éthiques, fondées sur les droits de l'homme, de la planification, de la programmation et de la prestation de services de santé. En 2018, Allan a reçu le prix Elizabeth Taylor des droits de l'homme.

Marcos A. Orellana est un expert en droit international, des droits de l'Homme et de l’environnement. Il est actuellement Rapporteur spécial de l’ONU sur les conséquences sur les droits de l’homme d’une gestion et d’une élimination respectueuses de l’environnement des substances et détritus dangereux.
En tant que conseiller juridique, il a notamment travaillé avec des organismes des Nations Unies, des gouvernements et des organisations non gouvernementales sur des questions relatives aux déchets et aux produits chimiques dans le cadre de la Convention de Bâle et de la Convention de Minamata, de l’Assemblée des Nations Unies pour l’environnement et du Conseil des droits de l’Homme. Il est intervenu dans des affaires devant la Cour interaméricaine des droits de l’Homme, le Tribunal international du droit de la mer, le Centre international pour le règlement des différends relatifs aux investissements et l’Organe d’appel de l’Organisation mondiale du commerce. Dans le domaine du climat, il a notamment représenté l’Association indépendante pour l’Amérique latine et les Caraïbes, qui regroupe huit pays, lors des négociations de l’Accord de Paris sur le changement climatique. Il a également été conseiller juridique principal auprès de la présidence de la 25e Conférence des Parties à la Convention-cadre des Nations Unies sur le changement climatique.
M. Orellana travaille depuis longtemps avec la société civile dans le monde entier sur des questions concernant la justice environnementale au niveau mondial. Il a été le premier directeur de la division Environnement et droits de l’Homme de Human Rights Watch. Auparavant, il a dirigé les programmes sur le commerce et les droits de l'homme du Centre pour le droit international de l'environnement et a coprésidé le forum de la société civile du Programme des Nations unies pour l'environnement.
Il est professeur de droit international de l'environnement à la faculté de droit de l'université George Washington et de droit international à l'American University Washington College of Law. Auparavant, il a donné des conférences dans d'éminentes universités à travers le monde, notamment à Melbourne, Pretoria, Genève et Guadalajara. Il a été boursier à l'université de Cambridge, chercheur invité à l'Environmental Law Institute de Washington DC et professeur de droit international à l'université de Talca, au Chili.

Rachel Moussié est directrice des programmes chez WIEGO (Women in Informal Employment: Globalizing and Organizing) – un réseau mondial visant à garantir les droits du travail et économiques des travailleurs dans l'emploi informel.
Elle a rejoint WIEGO en 2016 pour diriger l'Initiative de garde d'enfants qui soutient les organisations de travailleurs occupant un emploi informel à se mobiliser pour des services de garde d'enfants de qualité, abordables, accessibles et financés par l'État dans le cadre de la protection du travail et de la protection sociale.
Avant de rejoindre WIEGO, Rachel était responsable des politiques du programme des droits des femmes chez ActionAid International, où elle a collecté des fonds et supervisé des projets de recherche et de plaidoyer dans plusieurs pays sur la lutte contre la responsabilité inégale des femmes dans le travail de soins non rémunéré. Elle a commencé ses recherches et ses travaux politiques sur la réforme de la politique fiscale mondiale et le financement de l’éducation publique dans une perspective économique féministe. Rachel est titulaire d'une maîtrise en gestion du développement de la London School of Economics et d'un baccalauréat de l'Université McGill. Elle est originaire et réside à Maurice.

Jose travaille en étroite collaboration avec les cadres supérieurs des clients qu'il sert et possède une expérience significative dans la conception de systèmes et de procédures de contrôle pour aider à la gestion de diverses activités et programmes de ses clients à but non lucratif. La grande expérience de Jose avec une variété de systèmes financiers aide ses clients à examiner et à surveiller les budgets, les rapports de programme, les projections financières et la gestion de sources de financement multiples et diversifiées. Jose est titulaire d'une licence en économie de l'Université de Buenos Aires (UBA).

Belén es licenciada en Relaciones Internacionales. Apenas se graduó, vivió en la India y en Filipinas, donde fue voluntaria durante tres años en proyectos de salud y educación. Al regresar a su nativa Argentina se incorporó a la Red Solidaria como voluntaria y coordinadora de ayuda internacional. Trabajó como periodista y gestora de programas de la fundación del diario La Nación en Buenos Aires, para luego convertirse en especialista en información de medios sociales en la Embajada de Estados Unidos en Buenos Aires. Allí actuó como oficial de enlace con otras secciones y se convirtió en oficial representante de los programas de subvenciones. Fue seleccionada como Directora Ejecutiva de HelpArgentina con la función de ampliar las oportunidades de recaudación de fondos internacionales de las ONG de otros países latinoamericanos, y logró la transición exitosa de la organización hacia PILAS, Portal para la Inversión Social en Latinoamérica. 2022 was quite a year. The simultaneous crises facing the world were ever present: obscene levels of inequality within and between countries, a vast and urgent climate emergency, and regressive forces undermining our democracies. These interlinked crises were further exacerbated by war, particularly the invasion of Ukraine, which has caused the cost of living to soar worldwide. For most people, the results have been devastating: the worst inflation in decades, a jump in unemployment, higher energy bills, and sharp falls in real income and living standards. Disadvantaged groups, such as racial or religious minorities, indigenous peoples, immigrants and asylum seekers, lesbian, gay, bisexual, and transgender (LGBT) people, women who demand their rights, and children and adolescents, have felt the effects most. However, there are reasons to remain hopeful. Crises find a way of accelerating change.
The neoliberal paradigm is increasingly questioned against a background of rapid and potentially irreversible ecological destruction. More and more, organised citizens are speaking out and mobilising against the agenda of deregulation, privatisation and trade liberalisation that has undermined the State’s role in providing services. In parallel, social forces and countries from the Global South are pushing for an overhaul of tax policies and the international financial architecture. An example of mobilizing was the ‘Our Future is Public’ conference. Organised in Santiago, Chile, by GI-ESCR and partners (see details in the report).
These deeply interlinked crises will eventually transform our economic and social systems. A growing number of people and social organisations are realising that economic, social, cultural and environmental rights are of paramount importance and that national and international solidarity is essential if we are to overcome societal challenges. As a set of democratically sanctioned societal goals, human rights can provide us with a compass for transforming our political, economic and social institutions, creating a fairer future for all.
GI-ESCR is part of a movement that is rethinking power relations and our relationship with the planet. During 2022, we took further our commitment to facilitate discussions and agreements on the actions that are needed. We worked in several ways to establish economic, social, cultural, and environmental rights as an essential point of reference for reforming the institutions that govern our societies. This is not a time for complacency. We cannot assume that battles have been won. Supported by our board and generous donors, inspired by partners and human rights defenders on the front line, GI-ESCR will continue to create and facilitate opportunities to challenge the prevailing model and current power relations, with the goal of achieving a world in which every person and every community enjoys their economic, social, cultural and environmental rights.

The world is at an inflection point with multiple ongoing crises that call for bold actions. Communications Officer at the Global Initiative for Economic, Social and Cultural Rights, where he plays a pivotal role in amplifying the organization's influence through strategic communications. His professional background spans multiple sectors, such as government, civil society, and international communication agencies.
At the Ministry of Education of the City of Buenos Aires, Martín led digital education strategies, focusing on digital citizenship and media literacy. His work at UNESCO's International Institute for Educational Planning involved content creation for important educational forums. In the Argentine Network of Professionals for Foreign Policy (REDAPPE), he has contributed to international dialogues, including crafting speeches for the UN Human Rights Council and serving as a juror for the Thematic Hearings Competition before the Inter-American Commission on Human Rights. He has also spearheaded the development and implementation of innovative communications strategies in various international communications agencies.
Martín's studies in the fields of Communication Sciences and International Relations are currently put to use in the analysis of the pervasive challenges of disinformation to the enjoyment of human rights. Her work focuses at the intersection of the humanitarian, human rights and development sectors. She is an expert on global governance and accountability related to forced migration, specifically regarding the protection of rights and health of migrants. Monette served at the Ford Foundation in New York; the International Council on Human Rights Policy in Geneva, and at the Migration Policy Institute in Washington D.C.; and she has worked with The Brookings Institute, the United Nations High Commissioner for Refugees, and the Center for Strategic and International Studies. Before this, he worked for seven years as a public interest lawyer at the Jakarta Legal Aid Institute in Indonesia, focusing on strategic litigation and policy advocacy related to economic, social and cultural rights (ESCR) and environmental issues. Subsequently, he joined Greenpeace Indonesia as an Urban Justice Campaigner. Ana Emilia Di Filippo is currently pursuing the qualifying Master’s to become a lawyer in Spain at the Universidad Carlos III de Madrid. She also holds two undergraduate degrees, having graduated with a Bachelor of Laws from IE University and with a Bachelor of Science in Politics, Psychology, Law and Economics (Major in Comparative Law) from the University of Amsterdam. During her studies, she specialised her research on International Tax Law, particularly focusing on its transformative power and its potential to achieve social justice worldwide. In this framework, her latest research assessed the potential of the United Nations Framework Convention on International Tax Cooperation to advance procedural and substantive justice in the international tax regime.

Ana Carolina is the Senior Director for Programs at NRGI. She works closely with thematic and regional program staff to advance strategic priorities, specially on just transitions and fair and sustainable economic and energy transition pathways in fossil fuel producing countries. She oversights strategy and implementation in the engagement with women, youth and communities around social and environmental governance, as well as in approaches to capacity development and influencing. Ana Carolina has more than 20 years of academic and professional experience in development, especially in relation to resource governance, communities’ participation, climate change and the energy transition.
She has been a visiting researcher at Columbia University in New York and at the Universidad Católica in Peru. She is currently an associate researcher at the Universidad Externado de Colombia. She has worked as a research and project consultant with the United Nations Development Programme, the International Finance Corporation, the Inter-American Development Bank, Transparency International—Colombia, NRGI and the Stockholm Environment Institute. She was a member of the international board of directors of the Extractive Industries Transparency Initiative (EITI) and the national EITI committee in Colombia, and she co-founded a coalition of civil society organizations and a non-governmental organisation in the field of governance. Most recently, Ana Carolina worked as a senior program officer of the natural resource and climate change program of the Ford Foundation, where she managed grantmaking monitoring and convening activities for the global initiative. She actively contributed to donor collaborative platforms working on climate change, communities’ land rights, transparency, accountability and energy.
Ana Carolina is from Colombia. She holds a Ph.D. in political science and two master’s degrees—in development and in comparative politics—from the Institute of Political Studies (Sciences Po) in Paris, France, as well as a bachelor’s degree in government and international relations from Universidad Externado de Colombia. Sara is currently working with the Global Initiative for Economic, Social and Cultural Rights as an intern. She holds a master's degree in law from the University of Turin in Italy, where she specialised in International Law and her thesis was entitled 'Rape as a War Crime: the Case of the Conflict in Bosnia and Herzegovina', focusing on the legal and humanitarian dimensions of armed conflict and accountability mechanisms. Additionally, Sara is an LL.M. candidate from the Geneva Academy of International Humanitarian Law and Human Rights. Prior to joining GIESCR, she volunteered with an Ugandan NGO to contribute to the educational and emotional well-being of children by valuing the importance of the right to education.
