Empowering Educational Planning: Tools for Advancing the Right to Education

In collaboration with IIEP-UNESCO, UNESCO, and the Right to Education Initiative, we developed a transformative set of tools called Planning to Fulfil the Right to Education.

These operational tools were designed to assist educational stakeholders in systematically assessing their planning and programming efforts to uphold the right to education, aligning closely with the principles outlined in the Abidjan Principles. The analysis aims to enlighten critical policy gaps in education, paving the way for constructive dialogues with key national stakeholders to enhance the right to education at national and local levels. 

The initiative targets educational planners, managers, decision-makers, and other stakeholders at national and international levels, including independent human rights institutions, ombudspersons, civil society organisations, UN agencies, development partners, and international non-governmental organisations. 

To pilot these tools, GI-ESCR applied them back in 2021 and 2022 to analyse Sierra Leone's draft Education Sector Plan and Uganda's 1992 White Paper on Education, supporting our partners on the ground.

Additionally, EACHRights Kenya has adapted and implemented a version of these tools tailored to their local context. Through their Right to Education Justice programme, EACHRights successfully trained in 2024 County Education Board members in Kajiado and Kilifi Counties within two weeks on using these tools to plan, implement, and monitor quality education initiatives. The toolkit has proven instrumental in shaping educational planning, monitoring implementation, and assessing learning outcomes across the country's Early Childhood Development (ECD) and Basic Education Institutions. 

We remain committed to strengthening the realisation of the right to education globally, among others, by implementing tools such as this, ensuring they continue empowering stakeholders and driving meaningful improvements in educational planning and quality across diverse contexts.
