Roundtable discussion on the implementation of the Liberia Education Advancement Program (LEAP) and lessons for the region
The Global Initiative for Economic, Social and Cultural Rights (GI-ESCR) and the Coalition for Transparency and Accountability in Education (COTAE) invite you to watch the recording of the roundtable discussion on the implementation of the Liberian Education Advancement Program (LEAP), a public-private partnership (PPP) in education whose major private provider is Bridge International Academies.
Formerly called Partnership Schools for Liberia, LEAP was the subject of a monitoring report by COTAE in 2017. This PPP was evaluated the same year by the Center for Global Development (CGDEV) which appraised it once again in 2019. This year, COTAE, with GI-ESCR's support, conducted a research piece on the implementation of LEAP since its last monitoring report.
The objective of this roundtable discussion is twofold. On the one hand, it explored the findings of the research conducted by COTAE on the present situation and the concerns related to the implementation of LEAP in Liberia and its impacts on the right to education and the public education system. On the other hand, it provided a platform for constructive dialogue on what the specific lessons learnt from LEAP entail regarding the design and implementation of similar PPP programs in the West African region, including in Ghana, to ensure they genuinely strengthen rather than erode these countries' public education systems.
